That question, posed with a low, steady voice, is the animating principle behind Prairie Learning Lab, the social enterprise Sinclair founded in Brandon in 2017. It is also a rebuke to the familiar story of rural brain drain: rather than siphoning young people away to Winnipeg or Calgary, Sinclair is building learning opportunities that meet Westman where it is—agriculture, manufacturing, small- retail—and stitch those economies to the new technical skills employers need.
Sinclair trained as a high-school teacher and later worked in workforce development, but she grew frustrated watching curricula that assumed a single path out of rural towns. "Traditional schooling prepares you for someplace else," she told me over tea in the labs sunlit kitchen. "I wanted to design learning that prepares Brandon for itself." That has meant free evening classes in basic coding for farm equipment diagnostics, paid apprenticeships with local shops, and a summer mentorship program that pairs elders with teenagers to document traditional knowledge.
The Lab's programming is intentionally eclectic. One recent semester included a partnership with Assiniboine Community College to run a modular course in CNC machining; a pilot called GrowCode, taught with input from regional ag-tech firms, that taught diagnostic software for combines and grain dryers; and a weekly "Story & Skills" night where Knowledge Keepers from nearby First Nations teach seed saving and oral-history recording. Sinclair has been purposeful about foregrounding Indigenous knowledge as a practical, place-based education: "If we are serious about resilience," she says, "we have to include the ways people here have always understood land and work."
Specific outcomes are modest but meaningful. Since 2017, Prairie Learning Lab has enrolled roughly 620 people in short courses and placed 180 into paid internships or local hires. In a region adjusting to automation and shifting commodity markets, those placements matter. Ethan Crowfoot, 22, enrolled in the GrowCode pilot after high school and now works as a technician at a local ag-service company. "I never thought my love for fixing tractors and learning code would fit together," he told me, laughing. "Now I troubleshoot a machine and write a small patch, then go home to my moms garden. It makes sense here."
There is, however, a steady countercurrent of constraints. Sinclair runs the Lab on a mix of small grants, fee-for-service contracts, and community donations. Funding cycles are short; measuring long-term impact is difficult; and scaling beyond Brandon requires staff and travel budgets she doesn't yet have. Local employers appreciate the graduates but also want guarantees of certification, which raises the cost of programs. Sinclair concedes these tensions: "We can't replace a provincial training system, but we can be nimble and question who gets to define what counts as training." The Lab has therefore focused on stackable micro-credentials—bite-sized, employer-recognized modules that can accumulate toward formal certification.
Beyond employment metrics, the Lab's influence is quieter and arguably more durable. Teenagers who attend Story & Skills nights are more likely to volunteer at community festivals; newcomers who complete the hospitality micro-credential accept front-of-house jobs that build language skills; older adults who enroll in digital literacy workshops use the tools to stay connected with grandchildren in Winnipeg. These ripples have been noticed by municipal leaders, and in 2024 the City of Brandon appointed the Lab to an advisory committee on local workforce strategy.
Sinclair's next experiment is a mobile classroom—an old school bus retrofitted with workbenches and satellite internet—to bring short courses to outlying towns like Rivers and Neepawa. She imagines a circuit model: a bus stops, teaches a focused, two-week diagnostic course at a shop or community hall, seeds local mentorships, and moves on. "Rural renewal isn't about centralizing everything in Brandon," she says. "It's about circulating opportunity so small towns don't feel like training deserts."
Observers in the region see Prairie Learning Lab's work as part of a larger recalibration: economic transitions require learning systems that are local, flexible and culturally informed. Sinclair's approach emphasizes relationships—between mentor and learner, employer and classroom, town and nearby Indigenous communities—over slick branding or rapid expansion.
As the rain cleared and late light flooded the Rosser Avenue windows, Ethan and two other students walked past a mural painted by local schoolchildren: a composite of wheat, gears, and a laptop. "It's not beautiful because of the lines," Maya said, watching them go, "it's important because those pieces are together. That's the job of education here: to make something that fits the place, and the people who live in it."
Prairie Learning Lab is not an answer to every rural challenge. But in a county where a single plant or farm downturn can ripple for generations, the lab's insistence on pragmatic, culturally rooted learning suggests a different, quieter form of resilience—one built not on slogans but on stitching skills, stories and steady work into the fabric of a region that intends to stay.
